The File Work can’t prepare an image for these requirements
Good to know
Cropping isn’t possible here: your image is smaller than the required size in one direction, and The File Work doesn’t enlarge images.
The borders stay transparent, like the rest of your image.

What PNG gives you
PNG is lossless: the pixels are saved exactly. That makes the file much larger than the HEIC, and it can’t add detail the photo didn’t have. For sharing, JPG is usually the better choice.
Transparency
HEIC files can hold transparent areas, but ordinary iPhone photos don’t. If yours does, the PNG keeps it.
Stays the right way up
Your iPhone saves the rotation inside the photo. The File Work applies it, so the converted photo comes out the right way up.
Questions
Does PNG improve the quality?
No. PNG keeps the photo exactly as decoded, without adding detail. It’s just a much larger file.
Does HEIC transparency carry over?
Yes, if the HEIC has transparent areas. Ordinary iPhone photos don’t.
Can I convert several at once?
Yes. Choose them together and download a ZIP or each PNG.
Why is the PNG so big?
PNG doesn’t compress photos the way HEIC and JPG do. If size matters, choose JPG.
