What gets smaller
Most of a heavy PDF is its photos and scans, so The File Work re-compresses those. Text, drawings, links, form fields and signatures are copied as they are. It isn’t lossless: photos lose some detail, more in “Smaller file”.
If a maximum size can’t be reached that way, it tells you, and offers to turn the pages into images (text can’t be selected after that). Only if you choose it.
